一、 依據本市中小學兼任代課及代理教師聘任實施要點規定，現行本市市立國民中小學未兼任行政職務教師聘期自當年 8 月 27 日起至次年 7 月 2 日止，開學後則以實際到職日起聘，如學校確有校務需求，經專案報本府教育局核准後，得延長聘期至同年 7 月 31 日。
二、 本案經市長核定，考量未兼任行政職務長期代理教師暑假仍需備課、協助處理班務及配合校務活動，確有完善保障代理教師權益之需，爰桃園市率先 6 都推出「代理教師全年聘期」，保障與正式教師工作內容相同的代理教師，獲得「同工同酬」的待遇。
三、 本案已於 112 年 2 月 23 日校長會議手冊公告及宣達，自 111 學年度起，本市市立國民中小學長期代理教師聘期調整為全年聘期(自當年 8 月 1 日起至次年 7 月 31 日止)，惟考量 111 學年度代理教師已聘任在案，爰不追溯起聘日，聘期迄日則延長至 112 年 7 月 31 日止。
