一、 依人事總處 110 年 6 月 9 日總處給字第 1104000535 號函辦理，並檢附附件 1 份。
二、 「貼心相貸」－全國公教員工消費性貸款（以下簡稱本貸款），原由土銀依約承作至 110 年 6 月 30 日止，經人事總處重行辦理公開徵選金融機構承作後，由土銀再度獲選接續為公教同仁提供服務，辦理期間自 110 年 7 月 1 日起至 113 年 6 月 30 日止，為期 3 年。
三、 適用對象：中央及地方各機關、公立學校及公營事業機構員工（含育嬰留職停薪人員、連續服務滿 1 年之聘僱人員及連續服務滿 2 學年之公立高中（職）以下代理老師）。
四、 本貸款係徵選優惠貸款條件之金融機構，轉介予公教員工，貸款資金由金融機構自行籌措，利息由借款人全額負擔，如因本貸款發生任何糾紛，應依借款約定書及相關法令規定解決，人事總處及本府不負貼補之責並不涉入處理，本貸款係由土銀自負貸款風險管理責任，依借款人各項條件進行評估，爰該銀行就本貸款具有最終准駁核貸權。
